“It’s the shelter costs that are keeping us above the national average,” Elliott said. Last year, shelter costs increased 2.8 per cent, one of the largest items in the basket of goods and services that make up the consumer price index (CPI). Over the last 10 years, Saskatchewan shelter costs have increased an average of 3.8 per cent compared with the national average of 2.0 per cent.
